Make "Fast" even faster.

The fastest game speed for the games here are not very fast for players who have played a game hundreds of times and know the rules by heart.
The fastest option should be a lot quicker, and average speed should be calculated based on how quick the average player actually plays.

How about adding a "lightning" option to the games?

Another idea: make Long/Normal/Fast duration based on the duration of an average game. In other words, the duration of an average game would be a factor for all 3 turn limit settings.

In Seasons, an average game is 29 minutes long as of the moment of this writing. In a 2 player game on Normal setting, each player would be allowed 29/2 minutes. On Slow, it would be 29/2 * 1.5, on Fast 29/2 * 0.5.

Caution:
To be safe, it would be best to calculate average game length for each number of players separately. It's not rational to expect most board games to take the same time with 2 players and 8 players (if a game in question supports as much).

The timer does not matter much, what really matters is the red bar.

Both the red bar and the timer should be faster when you choose "Fast". If you want a slower tempo, you can use those options. There should be a "fast" option that is actually fast. When people have 20 minutes left after a 10 minute game on "Fast", the speeds that are coded into the game makes little sense.

agree with vitrivius.
Sometime I even think that the fast option is not fast enough :)
