What do the grayed-out spaces mean?

So I've played a couple 2-player games now, the implementation is great, but I'm trying to figure out what the grayed-out board spaced mean. At first I thought it was actions I didn't have the resources/space/etc to take, but there were definitely grayed out actions that I could take. Then I thought it was showing what actions the active player couldn't take, but there were grayed out actions my opponent could also take.

I didn't want to report it as a bug cause I assume I was just missing something, but does anyone know?

Actions you can't take when you are active, and just action with someone already there when you are unactive.
There was some bug last week about that not properly updating so maybe that's why you got confused.
