Loop with no end?

I choosed a dich, to put a Citizen in a house - Computer ask me, to hier a new Citizen with 2 „points“ but i have only on. So I gut an error-Message. But there is not other Option! I can not do anything anymore!

Take a citizen from one of the buildings.
