Why am I never able to play Winter Season?

I've played about five games of Viticulture so far but I have yet to actually see Winter Season appear, and therefore can never do the Winter actions. Is this just me?

Could this be because you don't have any workers left at the end of Summer?

Lol, how were you able to harvest or make wine or fill a wine order? Or did you not do any of those things lol?
