What is the Real Invite Limit Timeframe?

Hi,
OK. I understand that there is a stated 24 hour time limit on inviting more than 50 people total in all tournaments that someone is running. But in reality, it is not 24 hours. I have gone over 2 days before. I just want to know the actual mechanism for the timeframe so that I don't have to keep checking every few hours to see if I am out of the penalty box yet.
So, 3 questions:
1. Is there a real specific time limit rule on releasing the invite limit, or is it just 24-48... hour-ish?
2. Does trying to invite someone (in order to see if the block has been released yet) extend the limit's time frame if it has not been reset?
3. Is there some point where you have enough tournaments and establish that you are not an evil spammer where the limit is loosened, or does it exist forever for everyone?
I am not complaining about the limit. I get it. I just want the real answer so I can plan, and the 24 hour line is just not real.
