Is the owner from Flanders? Does it refer to Een?
Cause if that guy is living in Flanders and not speaking Dutch, I have no respect for him.

Hé is from Brussels.. but then he need to speak Dutch as well.. but don’t need to blame someone. I don’t even speak enough French

Brussels is neither part of Flanders' territory nor of Wallony's, is it?
At least administratively if I recall well. If Brussels belongs at "historical" Flanders then the "joke" could still hold...

An original Bruxelois would speak some Dutch. But nowadays they take it for granted. The people in the service industry should be able to speak both languages, but few do.

I learned French at school, and then used it here and there for various employments. Practice makes perfect.

Geographically it is in Flanders, but govermentalwise it is its own thing.
