Stricter rules for leaving games right before it ends

I have on the strictest filters for low karma but it has been an ongoing issue that people leave the game when the winner is determined (last or second last turn) when you are about to win. We should award the game to the winner when the game is either mathematically or 90% determined.

The strictest filter is unfortunately not very strict. 75% is a joke. I'd like to block below 99%.
I'm wondering what's up with Splendor? It's the most popular game and while I've only tried it 3 times, each time has resulted in one of the players timing out on their first move. Is this a Splendor player thing?
