I am playing this on here for the first time turn based and I cannot find the cards or one of my opponents who has played before.

You are probably playing the begginner variant, where there are no cards.

I don't see a beginner mode. I am playing at competitive level beginner. Is that the same thing? If so, it is really not obvious that that changes the actual rules of the game!

Well, the beginner variant is an actual part of the rulebook. And it is really useful in learning the game or refreshing the game rules.
However, maybe it really could be made even more obvious. So instead of showing "No hand cards" only as the description of "Beginner" when setting up a new table, just call the variant: "Beginner - no hand cards" or even just "No hand cards" to show it in the game lobby. For the competitive mode, the term "banlist" already shows up in the Manual game lobby but not the term "No hand cards" for "Beginner". If possible, it should be also shown in the settings in Automatic Mode.
The term "Competitive Level" could also be misleading for some players new to BGA who maybe confuse it with the Elo matchmaking. Maybe better to just call it "Variant"?
