Tapestry Two Player Shadow Empire: Will it be implemented?

The Shadow Empire option does not appear to be available for the two player game in Tapestry. I think the Tapestry player community almost universally thinks that option is necessary to make the two player game best (or even good). Are there plans to implement it here before it is moved to Beta?
