Why it is impossible to play dog?
I have the card dog in my hand and it is impossible to received an unoccupied site

Hard to say what went wrong with that limited info:
Are you sure you selected a tente site and not a lvl 1/2 site?
Maybe all of the tent sites where occupied?
When you play the dog, you have to select a tent site, maybe you didn’t click on one of these sites?
If the site you selected was the last one (discard for a gem), maybe you didn’t have a card to discard?
