How I can view chat and type in chat on desktop pc? Sometimes I see speech bubbles from users bottom of viewport, when they send messages, but I can't reply them.
I only can do it on my smartphone...

Usually you have a General messages window on bottom right... Your PMs also appear there left of it. General chat is premium exclusive for obvious spam reasons...
