Nimrod vs Icarus

Does anybody have a good tactics of playing Nimrod (initial target = 1, free hit of 2pt) against Icarus (initial target = 5) ?
It seems almost impossible to win, because Icarus can attack every turn and you may not have enough blocks to stop it.
Or even being smarter getting the VPs first turns and then start attacking, when you already spent your blocks for nothing.
Icarus seems to be imbalanced here.
