How do you pay for a park if you have excess resources ?

What do you mean? You need a field which allows you to visit a park (on trail end or on sites)

If u have wildlife(bear) token, it will ask u if u want to spend it.
And u have to either travel on a site which let u buy a park, or at trail end.
