Overtime "Penalty" Should Be a Tie-Breaker

This is a real-time table at fast speed, the fastest speed available on BGA. One of the tied first-place players never went overtime; one did go overtime. In such a tie, the time penalty should be a tie-breaker.

I'm not asking for the result of the game to be changed, but I think it would be a good change to make the time limit matter in a case like this.

The official Carcassone rules do not include a timer. As such, a timer cannot be used to determine a winner of a complete game. While time remaining is a factor in determining who advances in a tournament, and also for determining a loser if someone is kicked from a game for exceeding their time, these are constructs of BGA, not of Carcassone.
