"value_labels" cannot be translated

In some games (Agricola, New Frontiers, etc.) statistics display strings instead of numbers according to a predetermined array.
However, somehow those strings cannot be translated. They just do not appear in translation HQ.
Only boolean stats (King of Tokyo) requiring no translation, or stats loaded elsewhere (Santorini) work.
