why only 2 left?
because sb left the game, or (s)he is eliminated?

Because two player games can be conceded already. Bigger games should also be able to be conceded once they have dropped down to this amount of players left. Just makes sense.

The question becomes "how did the game get from 3 players to 2?"
If one player quit the game, then there is no need for this -- both remaining players are considered winners, and there is no penalty for either of them quitting.
If one player has been eliminated, I could see this. But this would only be on elimination-type games, and there are very few of these on BGA. It would make more sense to have this on a game-by-game basis.

2 vs 2 Partnership games are effectively two-player if the partners agree. I was looking to concede at Tichu at 900 to 200.
