I'm wondering if anyone has suggestions for a water proof or water resistant tablet that isn't too expensive (preferably around 150 US$ purchasable in the US) that works well for BGA?

Actual water resistance on a tablet for $150 is going to be unrealistic. Your best bet is probably buying an IP52-certified tablet (splash-resistant) and adding a water resistant case.
