Require 100% Reputation for Tournaments and Arena

It is too easy to recover a reputation after quitting loosing games. Make it harder for people, who casually leave games, to enter tournaments or get selected for arena mode - put out a message that they "need a 100% reputation" to enter either, so that they don't get a chance to ruin games for others.
