I had updated a bug report which has "wontfix" status, beacause a new situation had occured. Will it be reconsider again or should I post a new bug report?

It would probably be best to submit a new bug report, but make sure to include a full explanation of why the new situation makes it worth reconsidering the wontfix status of the similar report.

Developer will receive a mail if you add a comment on a wontfix bug, the same way as a new bug. So I would argue on the same bug to keep context, instead of creating a new one.

However, the poster of the comment won’t get any notification if you respond, unless maybe if you change the status of the report. I suppose it varies by issue, but almost all of the comments I’ve gotten on closed reports were completely separate issues, or similar looking issues with different causes. Unless the commenter is the same one who made the report, I generally suggest making a new report.
