A couple of questions (possible bugs)

This is the final situation for table 225887537
Why did I (green) get only 12 points for largest market district and purple got 15? Don't we both have 5 stalls in our districts?
And aren't "empy" stall tiles supposed to have an arrow too, so you can move tourists? I think both blue and I were surprised when we could only pass on our tourists on empty (tied) tiles.
