Board Game Arena

So I've started a game of Welcome To. I didn't know about the Christmas Lights expansion so hadn't specifically chosen it.
However, one of our city plans is the whole street lights one.

Cool, I thought, we've got a seasonal special.

However, I've placed to houses (3 and 4) next to each other and no lights have appeared.
Am I missing something?
Have we somehow ended up with a christmas lights city plan but without the actual mechanic?

I've found a bug report about the same thing happening so looks like it was a glitch (that should now be fixed).
Will abandon and restart.
