Board Game Arena

I can't even seem to find the cubes. Are they on the player board? Every other player seems to be able to make these and no one wants to explain?

When you make the action "form a federation" you just click on the buildings which are part of your new federation and on the spaces where you want to place satellites. You don't need to own "satellites" before this action, but for each satellites you place on the board you have to discard one power.

Hey, how do you add satellites without forming a federation?
I know that you can do it AFTER clicking on the federation button, but AI seemed to place satellites at will without federations. This would usually be irrelevant, but there's one scoring tile that this is important for.

You don't. As Gartch said, you add them by forming federations. (Or by being the Automa, which can't form federations.)
