Tapestry card off to the side: Why is this here?

Can anyone help me understand what I'm looking at here? I see a small tapestry card symbol, and when I hover over it I see it says Espionage, but I don't know why the game is showing these things.

Can't see all the players mats, but I'm guessing that player used espionage to copy plea for aid or socialism.

I've since realized that putting cards off to the side is the way the developer is showing cards that have been played over and are now covered. Knowing how many tapestry cards one has played matters in a couple situations.

Yes these are covered cards, I could not keep them under the eta card because a) backend engine was not design to deal with multipple cards
in same era slot b) you would not be able to see how many cards you have covered

It only matter for effect that score points for tapestry cards (and I don't really agree which this ruling! because these are not count for anything else)

I still dont really understand the functionality of this. In table 243281431 I have covered quite some tapestry cards using Nuclear Bomb (at least 3 times) in era IV. Hoverying over that symbol only shows one of the covered tapestry cards (I believe that was the original era IV card). Is this a bug, or am I missing something?
