When I advance the bronze track on the Tokyo-Osaka line, I am awarded a locomotive. When I select either of the two available size 10 locomotives, it will not let me place them on any of the factory locations. I get a "This move is not authorized now" error. Only the train locations on my personal board are outlined with white dashed lines.

Why can't I use the locomotive as a factory?

You'll notice that the spaces on the main board show buying a train and/or a factory, both are depicted. But on the personal board, only the train is. That's because by design it only triggers purchase of trains.

That's right. When the symbol shows a horizontal train, you can only use it as a train. You can't use it as a factory.
