Yes. The forum is a separate tool, it has not been developed by BGA, and this kind of warning is plain text, not translatable BGA text. So unfortunately this text cannot be translated. But since most of the misbehaviours in the forums regarding moderation have been in English, this message should reach its target audience.

By the way, maybe this post should be renamed?

I'd prefer that it would be left alone, and that next time someone would open a new one instead of supercharging this one

In the footer in any place of the forum there should be an information who provide the language packet for your language of phpBB, probably with link. You can contact them directly
