Using "At any time and any number of times" cards

Is there a UI control I'm missing? I can't seem to play a "Plower" card I acquired to convert a Cattle to a bunch of orange tiles.

You have to click on the anytime card, then it shows you the option.

For some reason, while Plower is an anytime card, I have only been able to use it on my turn. It does work on your turn.

I just ran into this problem myself as well, playing a game right now where I just played "Bean Farmer".

An "any time action" which this one on these cards is, should be literally playable at any time. I imagine there could be a technical implementation limitation preventing this... but it will bewilder some players.

I played Bean Farmer along with doing the 4 viking whaling action. Immediately after playing it, it forced me to do my whaling roll and as soon as that completed and my turn completed, and thus I wasn't given an initial chance to do my bean trade. I'm sure that I'll get a chance to do this at the top of my next turn, and if this had been my last turn (assuming the implementation isn't screwed up) I'm hoping I'd get the opportunity to use it when I'm prompted to play tiles before getting my income.

However, for the purposes of planning and visualizing what tiles are available to me, being able to do this action when it isn't my turn would be ideal. I suppose that causing the game to confirm with you that your turn is over before moving on the next player, in order to give you a window in which to do some anytime actions before your turn ended, would really slow up the flow of an already fairly slow game.
