We're playing turn-based and the next player is about to start.
I need to play an action that is relevant for the next player's turn. However, I don't seem to be able to play the action card.

Fortunately, the card is only relevant after the next player's 2nd action so we hope that I'll be able to play the Event Card then.

But shouldn't an Event Card also be able to be played after the last Infection card is drawn, but before the next player plays their first action?

The player whose turn it is has the option to play events, no matter whose hand the event is in. It's a bit counter to the rules, but simplifies timing a lot.
