Conditions to take a username over

Hi,
I've read on this forum that to be able to overtake another player username while changing mine, the player must be inactive for 1 year and played 4 games or less. However, I've tried to overtake the username of a user inactive for 12 months and who has played only 3 games, but I received this message (in french) : "Cet identifiant est déjà pris par un autre joueur. Si ce joueur n'utilise pas son compte durant 1 an, vous serez peut-être en mesure de le récupérer."
What I'm I doing/understanding wrong?
