Is BGA a chess site? Just because it offers chess doesn't make it a "chess site." Cheat detection requires a certain expertise that you can't expect a general games website to possess.

The program is just the first step. They don't just blindly rely on the program. Someone who understands chess must interpret the results. Also, what on earth makes you think that those programs can easily be implemented in the BGA backend framework? They are developed for a specific platform. Again, this is a not a chess site.

Read carefully. I did not say a human views all the games. A human does not have to view ALL the games. Only games identified by the software as suspicious need to be reviewed. It seems like you should play on a site dedicated to chess (like the one you mentioned) if you want these features. I don't even know why anyone would want to play chess on BGA when there are so many other sites and apps available that do it much better (including features like chess engine analysis, puzzles, etc.). BGA makes sense for things you cannot get anywhere else.
