If it's a swiss tournament, and a player loses a game due to running out of time, that player should be auto-withdrawn from the tournament.
The way it is now, every tournament inevitably has some players who are absent or slow. Those players participate in every round, which means every round takes the maximum amount of time, even when everyone else has finished their game.
