Identical starting worlds every game

In many of my recent RTFG games, i begin with the same two starting world options: Industrial Robots and Galactic Trade Emissaries.

Is this part of the Arena rules, a bug, or just horrible luck on my part?
It doesn't apply to my opponents, so this is super weird.
It also happened on one non-arena tournament game

FWIW, I can't find the current season's arena rules. I see the link "See season rules" on this page, but clicking it shows nothing.

Proof:
3 of my last 4 finished arena games started with these 2 worlds: The other game in the last 4 that didn't: Another Arena game just began with this: ongoing tournament game with same issue:

A similar thing just happened to me and a friend. In this game:

I started with Epsilon Eridani and Alien Artifact Hunters as my starting choices, and my opponent had Alpha Centauri and Rebel Mutineers.

In the game we just started:

I started with the same two planet choices, and so did my opponent. Our hand of six is different, though. I'll be logging a bug for this.

This is obviously a case of https://en.wikipedia.org/wiki/Clustering_illusion.
Starting worlds are very much random, and streaks are perfectly natural.

That does seem likely now (I didn't know that the current Arena season was BGO, which dramatically reduces the number of starting planets), although the math nerd in me would love to get a dump of the starting planet proffers for all the 2p games to run some analysis on them. :)
