I played 4 broken baskets. I had the one permanent basket. It only let me rescue 2 cats. I still have 8 fish remaining, but I never got the second completed broken basket rescue. Am I only allowed one completed broken basket a turn?

There's no limit, you can use as many broken baskets as you want.
