I'm not being allowed to place the tile where I want it.

I want to place my tile one the 5th column, 4th and 5th rows above the water tile.
I'm not being given the option to do so.

I just checked the game - assuming it's this one: https://boardgamearena.com/3/kingdomino?table=258823629 where you are the yellow player.

The tile you are placing is a double forest tile. You don't currently have any forest in your kingdom, so you must place the tile touching your central "castle" title (which counts as all types for tile placement purposes). Therefore it cannot be placed on the right above the water where you say you want to place it.
