my opponent beat me in fight because off this bug

Looking through the replay everything seemed correct? You got your 2 shields from your wonder.
The first conflict was tied as expected.
The second conflict you lost because of your opponent's Propaganda science token. After they took the horn card it allowed them to take another card before the conflict is triggered - they took a permanent military card giving them a 4-3 advantage.

Built at move 8 and "got" my bonus shield, so should have total of 2 in move 21, but game showed only 1.

Nothing strange happening there so far as I can see. Where do you feel your second shield should have come from? You built your wonder and got one shield, but you hadn't played anything else that should have given you a shield.
