"Playing hours" should be a global setting

Currently, I need to set my Playing Hours for every game I play, but my availability isn't game-dependent. It would be nice if I could set my available hours once in my user settings and have it apply to every game.
The global settings could be used as the default, and the per-game settings could override that default
