Have Arena "opponent level" settings been disabled?

Now that I'm Elite in Papayoo for this Arena season, I only want to play other Elite players and have set my "opponent level" accordingly.
However, in my last Arena match (https://boardgamearena.com/table?table=264793717), I was paired with 2 non-Elites.
