Question before clicking "Skip turn of players out of time"

For 4 moves a day Turn Based games BGA seems to have stopped 'timing out' slow players which would allow the other players to end the game without hurting their reputation/ELO. It a little depressing to go to your 'games in progress' list and see the spinning red hourglasses. Checking the activity of these red hourglass players and they do maintain other games so... anyway.
From the FAQ its unclear is how exactly "Skip turn of players out of time" works. The game in question 'breaks' if a players turn is skipped. If I do "Skip turn of players out of time" will this allow all other gamers the chance to quit the near death game without a hit to their reputation/ELO? OR, does it just 'skip' their turn and the game continues (this is not desired At All).

Once someone's turn has been skipped, every remaining player can freely quit the game without any penalty to reputation/ELO.
They can also choose to continue playing in a semi-broken game where the players that left the game automatically skip all their turn (how much the game is broken when a player pass all its turns depends on the game).
Players that remain up until the end cannot lose any ELO, but might win some ELO (though less than from a "normal" game). This is particularly useful if you kicked out someone that was losing near the end of the game and still want to win part of the ELO from the victory you deserved.

Thank you. I may give it a try now, hoping not to. Seems then the one who deliberately broke the 'code of conduct' is getting to escape it being recorded and is free to move to other games and quit them? Is everyone headed to a '100%' Reputation?
Has BGA stopped 'kicking off' quitters and its now on the remaining players?
Will note in the past the quit rate was 10%, so with the other 90% I am enjoying BGA games and gamers every day.

BGA only kicks people who are out of time if it's a tournament I think, though they will also shut down timed turn based games if no one moves for I think it's 30 days.
Best thing to do is give people a but of slack but if they've blatantly given up just kick them out.

To my knowledge, BGA never automatically kicked off quitters. As frogstar_A stated, there are a few limited situations where BGA code will stop a game, but it is not when one player runs out of time. If I recall correctly, even in tournaments it is only when the time for the entire game has been used that the game ends by BGA actions.

On BGA kicking of quitter/repeatedly-slow players.... I've yet to join a Turn based game I did not create, I was thinking only I could see the 'Skip turn of players out of time". Every one sees this option then right, not just the creator? Sounds like a safe 'Yes' answer and that would 'splain what Ive seen. I would gladly test this myself but I have yet to see a Turn based game with the options similar to mine posted (hence I became a Premium member and all game options are Right On every game Im in).
