Space Empires 4X Dice Rolls

At the risk of sounding like "That Guy", there's a problem with the dice rolls in this game, correct?
I seem to be physically incapable of winning any battles, regardless of my technology level.
I have played this game several times and still see this issue consistently come up. While luck is certainly a factor, it is very unlikely that I am the world's unluckiest person when playing Space Empires and only Space Empires.
