the listed rules are out of date. my opponent arrested me even though we were not adjacent. he was also able to perform a second action on his turn if i was in his canvased area. neither of these things were permitted in the standard rules.

Did you check if he arrested you personally or used a citizen in the CA variant?

Taking multiple actions in one turn would definitely be a bug, not a rule change. I play a lot of Noir and have never seen that happen.
