I played a game today where we ran out rings before anyone won, and I lost. I am not sure how ties are decided with this game? I could not find it in the rules

it is in the rules on the last line of the last page:

In case no one manages to reach this target, the player with the biggest group of orthogonally connected rings wins.

I'm just happy to have more "Insert" players.

If a game includes tied players, there is also a description of the tie breaker criterion in the game results summary. For example, in your game it said "(*: Tie breaker: Largest orthogonally connected rings)"
