I have to be missing something in the rules. I get to the building where I can build a private building. I believe I had a builder at the time and 10+ coins. It would only let me build one of the first three buildings, even though I should have had enough coins to build almost any building. What am I missing? Thanks!

I believe you didn't have enough builders. You need to meet the builder requirement as well as have enough coins.
You can upgrade a 1 to a 2 but to build a 2 on its own you would need to have 2 builders.
