Danger of setting max # of participants too high?

Can anyone tell me if there are any potential issues re: setting the maximum # of participants value too high? Other than the embarrassment of not reaching the number, of course...

I used to set max # high enough so everyone interested gets to join. But I'm lowering it now in the hope that this would encourage more players to register early. Your tournaments rank very low and will never pick up more players if there are very few players signing up initially.
