Board Game Arena

Could someone explain the tile layout and harbor layout options? I could not find an explanation on the BGA game panel. While I could make a good guess from the names, I have got in trouble in the past doing that on other games.

Tiles' layout -> Variable setup VS Tiles' layout -> Variable setup with random numbers
