Hi, please can someone explain what it means when you are playing second edition with the second edition rules off (as in arena this season).

Is this just the rule about not using a building twice in a turn or are there other rule differences compared to having this option on?

Second edition rules is only a setting that can be activated when playing first edition. If you are already playing with second edition then you are playing with the appropriate rules already.
