Once I decline an offer, I never have the opportunity to accept any new offers that come up? Is this a bug?

You should be able to accept new offers from the player on turn (not the counter offers from other players - they look very similar)

OK, so it's a bug then.

Player A offers trade. I (player B) refuse. Player A changes his offer, it doesn't give me any option to accept, just says I've refused. I'm clearly not trying to accept player C's offer to player A for something completely different.

Yes, it is an annoying "feature" rather than a bug.

Example:

Player 1 offers brick for wood
Player 2 declines to trade his wood

Player 1 'changes offer' to trade brick for sheep
Player 2 doesn't get the option to accept this trade

Only remedy is: re-open the trade entirely.

Would be nice to get this changed to a point where Player 2 gets to remake his decision whether to accept or not.

Refreshing the page usually fixes it.

This is a bug, though it may have been implemented on purpose.
Never change a trade offer. If you want to change, always cancel the trade, and create a brand new trade offer.

BTW, it's also pretty bad that you can't change your mind after clicking refuse. Even if the offer hasn't changed, why can't you change your mind? You can change your mind after you click accept.
