Where is the “?” tile

Hi!
In the manual of the game, says that we start with 5 tiles for each 4 companies.
But here, in BGA version, we have only 4 tech tiles. Why? Where is the “?” tile?

Advanced (i.e. non-basic) rules, page 11: "Put the basic wild Technology tiles back in the box (the ones with the "?" symbol). They will not be used in the full game."
