Turn blocked for not usable builds, why?

Hi all. It happens sometimes in the game that some advanced techs asks to be activated even without the conditions: the "no workers on wheel" ones. Game asks if you want to activate even if you, for example, don't have more factories or dams.
Today this caused to me to lost for time: I've gone after the last move, without nothing else to do, but I forgotted the "factory build without workers" tile I owned, and game was stuck.

Pls modify this behaviour. Thanks
