Permanent bad luck is not taken seriously because in virtually every case that people claim unfair luck, there is no statistical evidence presented to support the claim. In many cases the claimant actually had better than average luck.

I say virtually every case because there was a case in Can't Stop where someone was able to perform statistically unlikely feats. BGA did dig into it and found an error. But this is the only case in my close to 10 years here that I know of.
