When I was a newbie I found the rules confusing. I interpreted the "Can I go out" question as referring to the point at the end of a round when the system allows the lower scoring team to end the game.
I personally am opposed to asking if you can go out just because if the partner says "no" it gives their game play more value than mine. I think as teammates it is important to value your teammate's intelligence to know when it is good to go out and when to hold off.
As for the comments like "I am stuck in my hand" I don't think it should be said but I also don't think it is too horrible. It should be fairly obvious that you are stuck in your hand.
Not like saying "hey should I play a bunch of dirty melds" or "is this a good time to pick up the discard pile." or "are you about to start an Ace meld".
