The card reads:

GARLAND'S RUBY SLIPPERS
Meld an 8 from your hand. If the melded card has no effects, you win. Otherwise, execute the effects of the melded card as if they were on this card. Do not share them.

Are there any 8 cards that do not have an effect?

I interpreted "have an effect" to mean that the game was not altered. I had the highest clock icons. I melded Socialism (tuck all cards from hand), and had no cards to tuck. I assumed that gave me the win.

But... apparently I'm wrong

Battleship Yamato is an age 8 artifact and it literally has no dogma effect written on it. That's the card that it's referring to here!

It also applies to all cities.

that's not an 8, and there is no way to decrease the age value on the slippers.

Oh, whoops! Right you are. Between my failure to notice that stipulation within the original post and the fact that you said "all cities", I wasn't limiting my mental search. =_= Thanks for the correction!
